Water pollution and no one cares

This is not isolated photo's and it happens on a daily basis. Municipalities do not care about the maintenance on water purification plant. Maladministration of funds and corruption leave no or little money to keep this life needed systems in place. Government do not care. Even the average public in the informal settlements do not care what they put in rivers and dams. Who should we blame. As part of my project I once wanted to launch was environmental education for school children in a camp environment. Well no one was willing to help in funding and support these projects.
